St. Philip's is a historically African American congregation.  They have a strong history and current reality of strong, involved lay leadership.  They are located across the street from the Erie County Medical Center in a community that has both needs for and potential partners in ministry.

In large part the congregation that St. Philip's serves in worship and pastoral care is different from the congregation they serve in their ministries.  They have struggled to reach the neighborhood around them in a meaningful way.

The Congregational Assessment Tool surfaced conflict in the congregation.
